WHAT AND WHY.
H.R. 22 (what we’re referring to as the “Silencing Americans Act”), ” passed the House on April 10th with a vote of 220-208. This dangerous bill would create unnecessary obstacles for millions of eligible Americans trying to register to vote.
H.R. 22 and its Senate version, S. 128, would require every voter to show proof of citizenship,like a passport or original birth certificate, when registering to vote in federal elections. That might sound simple, but the reality is that millions of eligible voters don’t have these documents readily available. Because the bill would require showing this proof in person, it would eliminate online and mail-in voter registration. This bill wouldn’t improve election security—it would just make it significantly harder for everyday Americans to vote.
If it passes the Senate, this legislation would disproportionately impact:
- Married women who have changed their last names, many of whom don’t have birth certificates matching their legal name
- Naturalized citizens could face additional barriers and intimidation
- Military members, tribal citizens, and working-class Americans, who may not have easy access to these documents
- And others!
We’ve seen the damage of similar laws in states like Kansas and Arizona, where thousands of eligible voters were blocked from registering. Americans without citizenship status are already barred from voting in federal elections, and states have secure systems in place to verify voter eligibility – this bill is unnecessary.

Location: Hyannis Airport Rotary, 499 Barnstable Road, Hyannis. Organized by: Cape Cod Women for Change/Mid Cape Indivisible, in partnership with Indivisible Outer Cape, Lower Cape Indivisible, and the national 50501 movement.
Wear RED, WHITE, or BLUE as a symbol of respect to our Constitution. We will be a sea of red, white, and blue. Upholding the Constitution and checks and balances are patriotic. Protest is patriotic. Bring: signs, flag cowbells, drums, and a loud voice for chants! Anyone can feel free to bring instruments, sing, start a chant, this is a movement by the people!

Join Cape Cod Women for Change and Mid Cape Indivisible in partnership with Indivisible Outer Cape, Lower Cape Indivisible, and 50501, on the anniversary of the start of the Revolutionary War. In 1775, our country wanted to establish our own government, free from the monarchical control of Britain. Paul Revere’s midnight ride started on the 18th and ended on the 19th, with the Battles of Lexington and Concord. The battles were a victory for the American militia and led to increased support for the anti-British cause.
Now, 250 years later, our democracy is at stake as we slip back into a government that only works for a few (the billionaires), instead of all of us! We need to advocate to stop the grift! The President and billionaires, like Elon Musk, should NOT be financially benefiting from their position within the government. This is wrong! We need our systems of checks and balances to be upheld, by allowing congress to exercise their oversight power, and honoring the court’s rulings, or else our founding documents that outline our democracy become nullified.
We must protect our freedoms, as outlined in the Constitution. We must stand up for those directly in harm’s way, if you come for one of us, you come for all of us. We all agreed “Never again!” after reading Martin Niemöller ‘s famous poem., “First They Came.”

TO ALLEVIATE PARKING CONCERNS: CONSIDER ALTERNATIVE TRANSPORTATION.First consider Uber or the Caper Cod RTA. The RTA has many lines that can connect you to Hyannis. From there, you get on the “Barnstable Villager” line and can get off at the mall or the landing at Hyannis, or you can simply tap to get off when the bus approaches the rotary, they will stop if you tap the yellow line. PARKING: Please carpool if you can. The parking enforcement officer will be on duty in the area so please be sure all parking is legal. Parking near Staples and the closed Walgreens will probably fill up first.
Beyond those spots:
Last time we suggested parking in those always-empty spaces between the Joanne Fabric store and Rt 28, but apparently the landlord or someone working for them, was kicking people out last time. The owner of Cape Cod Creamery wants us to know it had nothing to do with him. Stop in and grab a panini or ice cream after the protest!
Park in the area that is overflow from Cape Cod Mall – between Target and Rt 28.
If you are able-bodied, please consider parking at “The Landing at Hyannis (with Floor & Decor, T-Mobile,Ihop, etc). It is about a 15 minute walk from there. Another option is paid parking at the airport: (https://flyhya.com/parking-transportation/parking/) You can stand out at rotary right in front of the airport or Wendy’s. We will be around all edges of the rotary, so just stand near where you parked to avoid crossing roads unnecessarily.
SAFETY: AGAIN – make sure to stay on the grass, a few feet away from the curb, don’t go in the road and don’t go in the middle of the rotary. Police can shut us down if we pose a danger to ourselves or drivers. Be mindful not to block cars visibility for entering the rotary. Notice where the “exit” sign is for your area. It is the responsibility of all attendees to follow all safety guidelines.
Attendees: Do not engage with any counter protestors. Step away. Your calm response is your power. If there are counter protesters. and our attendees engage, the police can shut us down. We don’t want this to happen!!
Take photos and videos if you sense things are escalating. This will be good record keeping. Please continue to ignore the agitator(s) and find a safety warden, in a neon vest. We don’t expect any violence. We expect this to be a peaceful, safe, event to show our care, community, and courage.
Again, notify a safety warden (in a neon vest) in your area of any disturbance immediately before it can escalate. This event will have A LOT of attendees, so everyone must act responsibly and obey instructions from organizers and police.
Before you leave: Make sure to leave the space better than when you arrived. If anything needs to be cleaned up (signs, trash etc.) please lend a hand. Also, if you’re not already part of an “Indivisible” group, make sure to get a “palm card” before you leave, with a QR card to join. There will be donation buckets if you would like to leave a few dollars to support the “Indivisible” groups on Cape Cod.
